As I can see, bison-runtime-2.5.hr.po is UTF-8 encoded:

$ file bison-runtime-2.5.hr.po
bison-runtime-2.5.hr.po: GNU gettext message catalogue, UTF-8 Unicode text

Am I missing something here?
